HBA has been, and continues to be a strong advocate for Black businesses, especially in City and State Contracting. Comptroller Scott Stringer has given New York City an annual grade of “F” in contract spending with Black businesses since the grading system was started. Our analysis of the justifications for the failing grades led to the development of the Back Office Support Initiative (BOSI) model. BOSI documents the critical business functions, resources, execution plan, and key performance indicators that if implemented, strengthen Black businesses’ ability to bid accurately, execute on schedule, and get paid faster. Based on the BOSI model, the MTA launched a new Small Business Development Program that was launched in 2016 and has been extended for two more years.
Since 2018, HBA has fought for Cannabis legislation that seeks to repair the damage marijuana prohibition and biased policing have inflicted on those most harmed, the majority of whom are Black individuals, families, and communities. We are presently engaged in advocating for Black business empowerment during this COVID-19 emergency and the recovery afterwards. We are aggressively pushing for equitable no-bid contracts and resources for our business men and women. Before the pandemic Black New Yorkers only owned 2% of the city’s businesses despite representing 22% of the population. If emergency relief is not secured we are in danger of losing the precious few we have left with limited resources to start new ones.
