HBA has been, and continues to be a strong advocate for Black businesses, especially in City and State Contracting. Comptroller Scott Stringer has given New York City an annual grade of “F” in contract spending with Black businesses since the grading system was started. Our analysis of the justifications for the failing grades led to the development of the Back Office Support Initiative (BOSI) model. BOSI documents the critical business functions, resources, execution plan, and key performance indicators that if implemented, strengthen Black businesses’ ability to bid accurately, execute on schedule, and get paid faster. Based on the BOSI model, the MTA launched a new Small Business Development Program that was launched in 2016 and has been extended for two more years.
